We have that problem a lot here. One week they'll take a tub of waste oil that is full of holes and aids needles. The next, if you put out 6.5 bags instead of 6, they'll take your neighbours garbage and put it on your lawn to teach you a lesson.

I've seen similar - apparently the garbage pick-up company near my house hires myopic drivers.

I think my neighborhood has the best garbage management in the world. They come twice a week and they will absolutely pick up anything you put out there without complaining. I swear to God these guys smile while they work.
Then, if you're trimming trees or remodeling or whatever, and you put a shitload of trash on the curb on a non-pick up day a city employee will see it and call the garbage guys, who will come out and pick it up. On top of all that they send a street sweeper through a couple times a week to keep our streets clean. It kinda blows my mind, I live in a little suburb of Fort Worth that is mostly illegal Mexicans and older folks now...but the city treats us like kings. Your city sucks dude.

My city is geographically large, and the population very spread out.
There is no garbage pickup, you have to pay carting for trash. They do pick up recycling...but as you can see, only when they "want". Oddly, this week they noticed my can... (My plan was a success!)
