Perfect "house" would be an old auto service center, with living space above. The city would own the street, I could park out there if I wanted.
Question. Does an hoa own the streets, or does the city? And for the record, if I'm paying a mortgage and taxes, you're not telling me where to park, what color my house is going to be, or what kind of trees or plants are in my yard.

Depends on the development, size, and if it's a closed-end neighborhood. I.E. a smaller neighborhood with only one entry would remain HOA maintained, but a larger neighborhood, or one with a main artery that connects two roads would likely be state/city maintained. However, even if the city/county maintained the road, the HOA can enforce no roadside parking.

In my neighborhood, the cul-de-sacs are private and the through streets are public. The city will plow the snow from the though streets but the cul-de-sacs are plowed by private snow removal companies that we pay for with part of our HOA dues.

Me and my neighbor would probably laugh in your face if you tried to call the cops on that one. He's broken more of the little bit of HOA rules we have and he is a cop for the city.

and yes i've heard of peeps getting tickets and having to pay or goto court over it.

We don't live in the same city, so I don't know if we have the same law or not, but he's got more vehicles in his driveway than I do and his truck/trailer are normally blocking it. I doubt he would ticket himself and our neighbors like having the cops right there when we need them, so they probably wouldn't say shit to him.
