Or, as is the case with many guns that are illegally owned or used in crime, the ammunition will simply be bought by a single person in a State that doesn't track its use and be transported into the State that does.

Plus, since my permit is from a state that doesn't require ammunition registration I bet they stop honoring it. So there's another thing, the lessening of the reciprocity of my permit.
But they have states that you can't carry your gun even with a permit. Am I right? If so then it just comes down to knowing the rules. And by the sounds of it you just need to have one box of ammo so you can have that in your gun while in your home state.

Does gas prices going up matter. Yes it does. And it can make taken the bus more expensive because of increased cost. So it would still affect me.

Buying gas is a part of owning a car. I know that. Just like buying tires which I just bought last month. Buying ammo is a part of owning a gun IF you plan on using it.

Just like when gas wehn up and people had to cut back on driving. It might mean that people need to cut back on range time. I don't think thats a good thing but...

why the fuck does the goverment need to know how much ammo i have, it should not matter, unless they are planning on using this to their tactical advantage at a later date and time...

Yes they steal but if the encoding is still on it then that give them a lead. Lets say your cousin was over for a bbq one weekend. He had his bad ass kids with him. Some how one of them stole some bullets from you and went back home to another state. While home they rob a 7/11 and shoot someone. They will want to find out who did it. Well if they trace the bullets back to you they can find out about who was at your house and if you gave any bullets to anyone. This could lead them to your cousins kids.

Yes criminals will do a lot of things but this can give the police one more way to catch them.

It could also give the criminals a new income source by bringing in ammo from countrys that do not use this system.
