Just because you don't recall it doesn't mean SWAT teams weren't common well before the 80's and the war on drugs. Police SWAT teams in the US have been around since the 60's, and probably got focused on hostage recovery and antiterrorism tactics well before busting down the doors of drug dealers.

This is a terrible situation, but why does someone always have to be to blame?

The war on drugs started with Nixon, please go sit in the back of the class. The federal government funds the creation of these military raid squads to fight the war on drugs. It's now become a regularly scheduled event; 100-150 per day.

In repsonse to girl - We are sad about the unfortunate incident and would like to pass on our condolences in a silent non-comittal manner that will not cause any burning of calories or offense to the those deeply effected. Next time, better training and counciling for the officers may be helpful...but not as helpful as the girl not associating her self with people who associate with bad bad people.
