What did they do before there was a chemical alcohol test?

They gave a simple sobriety test for impairment.

If you're not impaired, there should be no issue.

Did you catch the part where he said he was concentrating more because he knew he was impaired. It would be like drinking a beer and concentrating more because you knew you had to watch out. They didn't take it very far, so it doesn't really show much.
