Title for a project bike? Although even for that its too damn expensive, hell even to title a stolen bike $1400 is too expensive, he might sell for 500

Yeah, they'll be sitting on that for a long fucking time at $1400.
Most of the time, stolen bikes are worth more in parts than they are as whole bikes. If you're building a custom-frame bike, you're not going to want to try to integrate a cast-aluminum frame chunk. You can buy dead 70's and 80's UJMs for less than $500 with papers. Hell, I've got at least 2 titled frames sitting under my deck right now, one of them is a 95% complete bike, and i'd give 'em both up for $1399.
