I love how it's "legal to sell" but it's not legal to grow. How the fuck are you supposed to get it if you can't grow it?

Maybe you should look up the very first act used to criminalize Marijuana.

The Marijuana tax act. You had to have the government weigh and tax your marijuana before it could be legally sold or transported.

Unfortunately, the mere act of taking it to the tax office for weighing and taxation was a technically a crime, so not a single stamp was ever issued, to my knowledge. They have, however, popped up on Ebay as a collector curiosity from time to time.
