Our licensing system here is fucked.
Bluehairs like that shouldn't be behind the wheel. Being licensed is a fucking PRIVILEGE, not a right.

And technically what she did is indeed "Hit and Run". If you wanted to pursue it the time would have been when you are still in the parking lot and had the two women as witnesses.
Good thing you have mad skills because she just would have kept backing up over you.
