555 is old school, you can probably do it for cheaper and have more options with a programmable chip.

Honestly, you could probably do it with just a diode and a resistor. My brain is fried right at the moment, but I may be able to come up with something for you by the morning.

No, the postal bitch apparently has fucking Parkinson's too.
Can't seem to get anyone's mail right either. I'm always having to negotiate "hostage exchanges" with my neighbors. The other day she left a priority mail box with $260 worth of software perched atop my mailbox. That whole idea about the airhorn is starting to really sound attractive. I need to also rig it to a camera, to take reaction shots, though.
