So what the legal system says is this (over there)

THIS IS A CRIME!!
Unless victim says "I forgive you and you can go home"
or victim says "If you give me money then tiz not a crime anymore"
or if some religious jerkoff shows up and says "Accusers are criminal unless they have proof perpetrator committed crime (that can or might not be an actual crime since law puts burden of proof on neighbor hood cat that has eaten three mice as witnessed by 5 squirrelly ole coots)
or if the accused is party of the ruling party
or if the accused is a man and that woman annoyed him the other day

or something...
