China isn't as on top of matters as NK. Pretty much anyone wanting access outside of the Great Firewall, just buys access to Filipino satelite TV. That's what my parents did when they lived in China. There are some other countries that purposely shoot signal towards China as well. There are also easy ways around the great firewall for internet service.

Plus they had the Jasmine Revolution that sprung from the middle east stuff that got cracked down on last week. North Korea on the other hand doesn't know what the fuck is going on.
