IMO....kids grade 12 and down should be forced to take study hall with absolutely no talking. This way they have no excuse not to do homework within the alloted hour.

In college, if you fail you have to take the shit over again, meaning more debt. Pretty good deterrent to do homework.

Absolutely. An extra hour of school for everyone... no talking, no cell phones, study and do your homework - sleep, doodle, etc as long as you aren't a distraction (teach kids about good decision making and time management). I think that's a fantastic idea.

Awesome. They can replace all their D.A.R.E. esq programs with it and the kids won't even have to stay late.
