Not the way I understand your laws. Much like PA, without a license/permit you can transport as you say, unloaded and locked in trunk, but you MUST be going to one of a few approved places, with no stops. The range, home from where you bought, home from the range, or to work. Thats it. Anything else in PA is a felony gun charge.
