Even if he was charged its not like he will do anytime. Give him four weekends cleaning bathrooms in a soul food restarant

How about giving him nothing? As ignorant and stupid as it is, as far as I know there's no actual law against telling black people to leave. They threw a BS charge at him that they could likely throw at you or I for swearing at a solicitor at our house.

What he did wasn't right, but how is it illegal?

That will just make the kid more racist. Won't really rehabilitate him. He needs to spend some time helping underprivileged black people and getting to know them as people, not humiliating grunt work.
