I think the cop did go over board but they should have listened as well. The guy also just pulled away from both guys when he was in front of the SUV. He wasn't listening. And when the cops got there he seemed like the biggest threat since he was flipping out. If he would have kept his cool for another 30 seconds he would have went home that night.

The female should have never tried to touch a cop that is trying to cuff someone. And if a cop hits you three times with a baton you do not walk toward him again. She did and got sprayed. I couldn't tell if he asked her to lay don't before sweeping her. I don't think she hit her face but landed hard. He should have told her to get down first IMO. But up until that point she didn't show any desire to listen so its kinda on her.

Ok, yeah, I noticed that too but it was priorities for him then. The dude was on the ground and the girl kept coming at the cop so she became the immediate threat... but I noticed he wasn't really keeping an eye on the dude either. It can't be fun trying to detain 2 people at once like that.
