Why not just say excuse me as you're walking up? Some people like to use the escalator to rest for a bit. Not everyone is in a hurry.

They can rest, but stand off to the side and not in the middle of the step. And seriously you have to say excuse me like 3x before they realize you are talking to them so its just easier to shove them out of the way. Unless they are old, i'm really nice to old people.

that's fine, but they often feel the need to spread out and grow roots so you can't get around them.
