Can't speak on behalf of your kid's school in particular, but keep in mind that a lot of these stupid rules and practices trickle down from the board, the city, the state, etc and are often just as much of a headache for teachers and principals as they are students and parents. No, they don't have to, they choose to. Everyone is responsible for his own decisions, and if you make a kid feel like shit over some policy then its still on your conscience.

But, I'm not a big fan of people just making noise without at least trying to solve the problem. And, being late is a huge pet peeve of mine.
