Why is it illegal? If someone comes into Longhorns wanting a burger and they only have $4, then why not send them to Wendy's?

I thought as long as it is not an emergency, hospitals can turn away whoever they want.

For me, if I'm paying a hospital extra money, it better include morphine (for anything) and an extra special sponge bath.
