It gives enough votes for the republicans to start filibustering in the senate, which means the senate will stop doing the little work they did do.

No, it's in the capitol. The most senior member of congress gets it by default if they want it. If they don't want it, then the next most senior member gets it. It's not dependent on party or positon, it's solely based on your time served in congress.
