It shouldn't be terribly difficult to build. It looks like it is basically a wing with 4 hobby turbines installed. They are Jetcat turbines, and if he used their most powerful models that thing could have over 200 lbs of thrust at max RPMs. Of course 4 of those turbines alone would cost over $20k so while it wouldn't be difficult, it wouldn't be cheap either. A person very well may be able to get a special airworthiness certificate for it from the FAA as an experimental aircraft.

I love watching the shows that feature things like this. I have seen quite a few of them. I don't think the girl through the basketball hoop is true though. Would be very cool to see those actually happen.
