The chi has it right; you either want a camera that has a macro mode, a macro "lens" that fits over a point & shoot's lens, or a DSLR and a real macro lens.
*EDIT* I just checked and a Canon Powershot G12 will focus to within 1cm. http://www.dpreview.com/reviews/spec.../canon_g12.asp

DSLR FTW!
Spend the extra money buy a DSLR and figure it is one of the last if not last camera you will ever need to buy.. I picked up a Nikon D3000 in May and it is fucking sweet.. point and shoot $200 cameras are fucking garbage, period..

There's a chance it's going to get dirty hence the working on my wheels part. I'm not going to spend hundreds on a camera to be covered in oil.

And that's why I own a camera phone... if the shot is unimportant or "casual" a decent 5 meg phone will suffice. If you really care about the picture then you break out the luggage. I've honestly had cameras on phones that were comparable to a $200 p&s camera. My Sony A230 DSLR cost $300 a few months ago...
