Likely one of those bizarre ideas held by the "Freeman" movement. They've got some really twisted concepts. These guys look for any way they can find to get out of their responsibilities, or drag money out of the government in order to 'recover' what they haven't paid in, in the first place.

We've got a nut-job on a local board who is constantly spouting that crap. He says that he didn't contract with the government for roads, education, water, etc.. I happened to know that he went to this university so I told him he was welcome to pay his tuition, in full, without any of the subsidies if he was so hell bent on not "contracting with the government." That shut him right up.
