He said that the big boys trying to make a name for themselves (so they can move on to line their pockets) generally have an agenda, but for the most part, their job entails making new laws so that stupid people (lacking common sense) don’t hurt themselves or piss off everyone else.

The problem is that he doesn't need to do most things. So people get pissed or hurt themselves (with their own control), BFD. There are millions more people to take their place.
