WOW that bag is alot shorter on the sides than I thought... no wonder you couldn't fit the straps under... but I think you found a very good place. I looped my ratchet straps on that cross brace on my bike to hold my sleeping bag, tent, sleeping pad, and rain gear as well as a secondary strap for the tail bag... never had a problem.
