Still though, I watched an Eagle circle lower and lower while he watched a tiny dog in a parking lot one day. A few of us were out for a ride and we were watching it while we were parked there. It was really looking like it was going to take a swipe at it so we told the owner and they put the dog in their car. Then the Eagle moved on.
